A Concept for the development of the preschool education system until 2030 has been adopted, according to which the following areas are identified as priorities

- improvement of coverage of children with high-quality preschool education, ensuring equal access to it, development of public-private partnership in this area
- introduction of innovations, advanced pedagogical and information and communication technologies into the preschool education system
- introduction of fundamentally new approaches to training, retraining, advanced training, selection and development of personnel into the preschool education system
- providing children with a healthy and balanced diet and quality health care in preschool educational institutions
- The preschool enrolment rate will be increased to 65 per cent
- 630.5 billion soums of subsidies will be allocated, 2 thousand private kindergartens will be opened
